Go into MAC in Brown Thomas and get a couple of small gift sets of brushes,eyeshadows n lipglosses - gorgeous makeup that's a bit pricey so she probably wouldn't buy it for herself but would love it as a present. And a handbag - topshop have lovely ones if the makeup has you too smashed to get a designer one.
Or you could organise a girly night out for her - buy her concert tickets to Rihanna or something, a cocktail kit and a voucher to get her hair and makeup done beforehand.
That'll look like you put some thought into it.
(I don't know how old she is so obvs would depend on that)

If she's a foody type person, a voucher for a top restaurent is always a good shout. As Danny's above you might even get a nice steak out of it

On that note if you are taking her out, you might want to check voucher cloud. It's a decent app. Saved 15% when I was in Buenos Aires grill last time. Books, vouchers or weekends away are always a banker.
Depends what you want to spend-
Missus is into Harry potter so I organised a day trip to London, flights over really early, back late.
Hired a car (was about £30 if I recall), got tickets to Harry Potter studios, then into London for Lunch in Gordon Ramsay Maze Grill. Had a coupl hours to kill after on Oxford st etc (we went to imperial war museum)- then drive back to airport.
You can spread the cost, flights, car and tickets before Xmas, then pay dinner etc when over there.
If her birthday is in Jan/feb do it around her birthday (2 birds one stone)
I did a print out and a fancy envelope with Harry potter writing and old style paper
Costs a few quid, but not totally rediculous. You get a good day out (away from kids), a great steak lunch, TONS of brownie points and the satisfaction you did something somewhat original that she will enjoy*
*ride when you get back guaranteed.

Would make-up not send out the message that you don't think she's good looking enough? One year, my sister got the exact same gift basket from the body shop from about six people and concluded that the hint was that she should really take a bath.
Not sure of your budget but they actually have Biba bags reduced in House of Fraser at the moment, I reckon they're pretty stunning. Still pricey though, depends on what your budget is.
A weekend away is nice, if you put thought into the venue. I like Matz's idea too - do check what make up she uses though!
Don't overthink it, just think about what she likes. Maybe have a word with her sister/best friend for more information, like 'I know she likes earrings, but what kind would she like?'
Buy yourself four or five non iron shirts. Think of all the time it's going to save her.
Got her a phone and a new radio for the kitchen.
One year I got a big box and put dusters/polish/washing up liquid/scourers etc. and parceled the box up with a beautiful ribbon. When she opened it to see the look on her face was a brilliant. Needless to say I had other presents of the traditional kind as back up. (im not that stupid).
