Depends who gets the money.

I lived in Africa for about a year. The country I lived in was relatively corruption free and all money distributed by NGO's seemed to go to the projects/purposes they were intended for.

Corruption is rife in some other African countries however but to say that the whole of Africa is a 'sh1thole of a continent' is a statement completely devoid of foundation.
